Chromebook (Acer 14) mouse problem

My Chromebook isn't touch screen, so I use a mouse but it is not always possible to use it to navigate around parts of the screen, particularly the settings and I have to use the tab key to find a files and then enter to access it, then tab to save! MSDOS!
Surprisingly different parts of the settings allow mouse selection others don't.

I can't highlight any text in a received message, either method.

Any advice would be helpful.

Well, I don't personally own any Chromebooks, but think the QA department has a couple.

It would help if you could clarify what exact parts of the UI do not respond to the mouse (what is settings specifically, what other places and UI elements).

And how does text selection work say in a web browser on that device? I would expect that "down and drag and up" with a mouse would result in scrolling, not selection?
