And long press the account, choose Options and Folders -> Account options, and make sure it's enabled there
Finally, Android has a "master switch" that allows (or forbids) background sync, this is under system settings -> Accounts and sync (or Data usage -> menu -> Auto-sync data on recent Android versions).
The last one is on by default though, so you might want to try the first two, to see if that's enough.
