The reason is:
"Special Settings" -- take priority over app settings. So a setting could be off at app level and on in special settings for an account.
But:
If we did that, how would the widget operate?
Would it change the app setting? If so, by the logic of "special settings", an account would still have "text to speech" enabled.
We wanted to make it easy for users to turn "the whole thing" on and off -- say, when getting into a car and getting out.
