Сделали чтобы "счётчик на иконке" работал на Самсунгах с Андроидом 8.0 даже если "улучшения для умных часов" выключены.

You found this thread in the "Development builds" section, which is usually used to publish development builds.  8)

"work in progress" versions - which eventually develop into official Play releases over time.
