Image Shrink doesn't work

I select my option to shrink image when I attach pictures.  It takes my selection.. but when I look at the email, it didn't shrink (and therefore didn't send when very large).  How do I fix?

Um, "did not send" or "sent but did not resize"?

And where do you "look at the email" - on the receiving side?
