Exchange contacts/GAL not showing up

The GAL shows up in my phone no problem (Samsung S3 with Android 4.4) but the CEO who has an older phone (HTC ? Android 4.0) cannot see any Exchange/GAL contacts. Even when selecting the "human head" icon as suggested in this post, he only sees non-Exchange contacts:

Is there any way around this?

Is the mail account actually configured as Exchange / EWS on the CEO's phone? Is the Exchange tab there at all in Aqua's contact picker?

To check:

- Long press the account
- Account setup
- Manual

You'll be looking at incoming (and for Exchange, the only) mail server settings. The server type / mail protocol is shown near the top: IMAP / POP3 / EWS.

To reconfigure: delete the account from Aqua, add back in, making sure to select Exchange (not Internet) when prompted.

One more thing: check which account is selected in the compose window when bringing up the contact picker. This is a drop-down in the action bar (title bar) of the compose window.

Yes it is configured as Exchange, the Exchange tab is there but GAL contacts are not listed, only external contacts.

Has the account been synced ever?

Can you sync (refresh) the account from the app's main window?

Or can you try a search in the Exchange tab (two or more characters)?
