Title: Attachments not preloading on mobile data

Attachments preload automatically on WiFi. However, on mobile data I have to manually download them despite having all preloads set to maximum data levels in attachments & folders/preload for each account. Is there somewhere else I have to allow this in the settings?

No don't think so - what kind of account is it (IMAP or Exchange)?

Standard Hotmail accounts.
