Title: sending gmail wenn not at home

At home i can send emails with gmail, in other places, say, hospitals, governement buildings, restaurants, i can only receive emails not send. Anyone as a clue why?

Who is your mail provider, and what are your SMTP server settings?
There could be several reasons:
1. Port 25 (if you are still using that instead of 587 or 465) is blocked by many ISPs.
2. Are you using authentication?  ISP's mail servers might accept messages from their own network even without authentication,  but not from other networks.
3. Some European ISP's were reported blocking or having problems with connections from some other networks.

It's Gmail.

It's common for "public" or "work" WiFi networks to block email sending (for Gmail it's port 465).

Mea culpa, I missed the word "gmail" in the OP's description.

With my Gmail accounts where I am using Gmail's MSA (as opposed to 3rd party MSA servers), I am not sending many messages, so, I haven't experienced it as much. Usually, when traveling by air, I am being blocked by Gmail's IMAP servers at the new place until I "authorize" access by logging in in a web browser, or jumping through other G-hoops.

I am guessing that in case of restrictions for sending messages from public-Wi-Fi places, Gmail is trying to limit SPAM.
When you are sending messages from a non-public IPs (your home, work, etc.), - you are less likely to be a spammer.

The original post's author never clarified what sort of error exactly he was experiencing.

Most likely - it's blocked at the network level, the app is unable to connect to Gmail's SMTP at all (so it doesn't it get a chance to try and submit a message).
