Another report. I mistakenly let Samsung install the August security update and it nuked the link between Aquamail and Android contacts, so now all of my phone contacts are gone. I also rebuilt the account from scratch, rebooted, reset sync settings, etc... The Aquamail account shows up in the Android sync contacts account section along with the Samsung account and the Gmail account, but when the Aquamail account is told to sync, it doesn't import anything into the phone contacts. Also checked Account Options-->Exchange Options--> Sync contacts and verified it was checked.
So, Samsung definitely dorked this up. My wife's S21 Ultra 5G somehow survived the August Security update, however, and she verified she still has her Aquamail-Andriod link. We both use the same Exchange server setup as OATH2, but I tried it the non-OATH way as well and it still didn't sync on my Note20 Ultra 5G (Unlocked purchased from Samsung directly) using T-Mobile.
